Artpad - it's great, it lets you do things like this (ie. draw yourself). Post your version here, draw one, click save and send, then "i don't want to send to friends, but i was a link instead" to get your url. One by Matt: here.
Certainly beats MS Paint! In a similar vein, but with more realistic brush strokes etc and as a stand-alone application, I'd also recommend "ArtRage 2 Free Edition", from here: http://www.ambientdesign.com/artrage.html
